If anyone has the same problem, check out my fix. That's my success story on fixing my modded fallout. The only downside is that the charge to take back the castle was done by naked people. Apparently the textures and models were corrupted as everything else was waiting on the textures to load on the armor of the minutemen calvary. I turned my graphical settings to low, and finally disabled a mod that changed Minutemen uniforms. I had completed tons of missions and had built settlements so I didn't want to start again.

If you use place anywhere you should be able to floor the whole room, place your stuff, then delete the floor and have everything sitting in the proper place.

Then delete the floor piece and your furniture should fall down slightly and land at the right place, level with the floor. I looked for any fixes and I found several threads of people getting this glitch. Put down a regular floor piece, then put your furniture on top of it.
