After what he has suffered through, even as an Imperialist I really can’t blame him for the way he is. While Ulfric’s actions as a whole really cannot be justified, there is a deeper, more tragic story to the man. You started this war, plunged Skyrim into chaos! And now the Empire is going to put you down, and restore the peace!”-General Tullius says at Helgen.
He even went as far as to use the Thu’um to murder Skyrim’s High King Torygg-“Some here may call you a hero, but a hero doesn’t use a power like the voice to murder his king and usurp his throne.
While some may say he has the right of it, his actions have torn Skyrim in half, dividing both the land itself and it’s people, Nord or otherwise, weakened the integrity of it’s military, and given the Thalmor and opportunity to strike both Skyrim and Cyrodiil while they’re weakened.
He is the Jarl of Windhelm, oldest city in the province, and leader of the Stormcloak rebellion, the revolution against the Empire controlling Skyrim. Ulfric Stormcloak is a character most of us are familiar with in Skyrim.
